Dr. jur. ing. Lajos Kátai-Urbán PhD, associate professor, Head of the Industrial Safety Department of the Institute of Disaster Management, Faculty of Law Enforcement, Ludovika University of Public Service. He holds degrees in military civil engineering, fire protection engineering, international economic expert and law. He obtained a PhD in military engineering in 2006, and a habilitation in 2015. He has 15 years of inspection and supervisor experience at the national industrial safety authority. He has been actively involved in the establishment and development of higher education in industrial safety, disaster management and fire protection engineering, as well as the doctoral training program in disaster management.
The establishment and operation of a dangerous establishment is a complex operator safety task of the operator of hazardous activity. Over the past decades, the professional requirements for industrial safety have become a social norm for the relevant economic organizations, not only in relation to international and European Union legal regulations, but have also been incorporated into the domestic legal system. The 25 years organizational development history of compliance with the regulation allows for the analysis operator's and authority experiences. These guidelines are designed to support the uniform and harmonized legal application practice of economic actors. The publication can also serve as a useful tool for dangerous establishment’s safety administrators, industrial safety experts, authority specialists, local government safety officers, as well as for higher education staff and students.
